iPS and the Public Works University

The Institute for Program Solutions was founded in 2003 while Dr. Bersing and Ing. Gianluca Ceschini were working in Italy on US Military projects throughout Europe, the Middle East, and Africa.

 

As proud partners of the Public Works University, iPS provides Construction Management and Engineering Services worldwide to the US Department of Defense (DOD) and US and Foreign Engineering and Construction companies working on global Military and Humanitarian projects and programs. 

iPS provides full-time Program Managers, Project Engineers, Environmental Engineers, Supervisor Quality Assurance Representatives, Communications Engineers, and Scheduling. iPS also provides A/E design services for Environmental, building renovations and developed large-scale Public Works training programs.

Dr. Bill Bersing, DM, PE, CCM, serves as our President and is a registered Professional Engineer in Virginia. He specializes in construction scheduling, cost control, and Construction Management Information Systems. With 30 years of experience, Dr.Bersing has built his career on the successful execution of large construction programs and providing full-time support on programs in the US, Puerto Rico, Europe, Africa, and the Middle East.

Mike and Bill worked together on large construction programs (+$1B) both domestically and internally for over 20 years. Mike is a leader in his field with impeccable character and integrity. He brings proven experience leading highly complex facilities organizations and capital programs. Managed program budgets for capital planning, design, and construction up to $4 billion and individual capital projects up to $500M domestically and internationally.

 

Mike has a track record of building high performing teams responsible for delivering large capital programs required to support growth, scale, and operations.  Demonstrated success leading and managing organizations of up to 400 employees with an emphasis on collaboration, elevating team competencies and achieving organizational effectiveness. Mike’s positive attitude, charismatic style, integrity and character as a transformational leader inspires everyone who knows him.
